Maybe make the Bologna clue "in Europe"? The university in Fes, Morocco was founded in the 800's and claims to be the oldest, though I suspect other cities with ancient roots might also claim the title.
Al-Qarawiyyin is generally regarded by scholars to have been a madrassa for most of its history, i.e. not a university. Bologna is certainly not an incorrect answer.
I suppose the British Virgin Islands are the territory, and Tortola is just a part of that territory. Otherwise Anegada would also be a correct answer, and probably lots of other places with seven letter names.

When I was studying to be on Jeopardy, my niece was helping me learn my islands. She told me to remember Tahiti's island group by remembering that high Society liked their afternoon Tahi-tea. Didn't come up on Jeopardy, but I finally got to use it today!
