If "y" is a vowel in "Egypt", why not in "Syria"?

Agreed. There is inconsistency with the "y" in this puzzle. Also the way you have it you should include Germany.

Dictionary.com says: "When y or ey ends a word in an unaccented syllable, the y has the long sound of e. Examples: money, honey, many, key, funny."

This would seem to rule out Turkey as an answer.

Norway has the same problem as Turkey- the y is functioning as a vowel in a double vowel- single phoneme combination.

Also Libya is most often pronounced as Lib-ee-ah, so the y is best described as a vowel. Compare to Kenya, where the y is more like a yuh consonant. Big gray area, though.
