City is not part of the name of New York. It is often called New York City just to differentiate it from New York state. Same reason Washington is called Washington D.C. although D.C. is not part of the city name- to differentiate from Washington state.

I kindly disagree. As you put it, Washington D.C. is to Washington as New York City is to New York.

"I just took a day trip to DC and I swear no one, visitors or locals, calls the place "Washington". It can pretty confusing with the state! What surprises me most, though, is that even though we were in the area, and everyone knew exactly which "Washington" was being talked about, everybody used the term "DC" or the rare "Washington, DC".
