Where did you get your data? It looks like de la Cruz is the 100th most common surname in the Philippines, and dela Cruz is 2nd. Tan is 1st. (According to forebears.io)

But then, the sample size for the Philippines on Forebears is 1.5517%

I don't remember. Sample size might have something to do with it. Maybe if you combine dela cruz and de la cruz they become #1? If I was collecting data I think I would combine those two.
