Really surprised that Waterloo is the busiest, I would have guessed it to be Oxford Circus or London Bridge.

Ah - exits and entrances - but not changes of line then? piccadilly and Oxford Circuses would be higher, and the main line stations much lower

I'm REALLY surprised Covent Garden is not on there

No escalators.

Access from the platforms to street level Covent Garden is only possible by lift or stairs (193 steps), thereby reducing its capacity.

Given its proximity to Leicester Square, it can be quicker to get off there and walk to Covent Garden.
