I don't think "Pelican Bay, in Florida, is in what?" is a very well phrased question

Worst of all, there is also a place named Pelican Bay near Naples, FL so this is a very misguiding question. The phrasing should be something like "In what body of water could you find Pelican Bay?" without mentioning the state so the difficulty would still be there.
