got tired of guessing and ended up missing Estonia... I did pick up the UAE, though... I half guessed them as a joke. As much carbon as they're responsible for putting into the atmosphere and insofar as I think they use more energy per capita than any place on Earth, it's kind of a joke that they would have better EPI than some place like Papua New Guinea where most people are still living in tree houses... but... I know that the UAE and Qatar at least talk a lot about sustainability and building green cities etc., even while selling and burning tons of oil and importing ungodly amounts of water, and doing massive damage to the Gulf ecosystem with all their building projects. So I thought maybe one of them managed to get on here.

Same with me. I did not expect that UAE is included. As an expat living in Dubai, the city uses huge amount of water to maintain the landscaping and parks. I think that is not so environmental friendly. Just saying.

It would interresting to check how this list is made, what was taken into consideration. For exemple I'm from France, and while I'm not shocked it doesn't make the list I'm surprised by the difference with almost all France's neighbours. Given the fact that our carbon emissions is really lower than Germany and the UK, my first guess was that the huge nuclear power plants park was the main reason France wasn't here. But on the other hand, if I'm correct, France sells a lot of electricity from those nuclear plants to countries like Germany. So the truth must be somewhere else.
