Murder rates in New York City and Los Angeles have generally trended downwards, while murder rates in Detroit and Chicago have remained stubbornly high.

I'm curious, what are the 2010 spikes for Detroit and 2015 for Chicago?

I'm not sure. I know that, in 2015, the Chicago police were under fire due to multiple police brutality incidents. (One officer was eventually convicted of murder). It's quite likely that they reduced their presence in the most violent areas of the city to avoid further scandal.
