Mbabane is stil the administrative capital. Lobamba is the seat of the monarch ("royal capital") and parliament. You would normally go by the administrative capital if only mentioning one in a country where the different branches of government are located in different cities, but they should add Lobamba as they do with RSA where all three capital cities are mentioned.
