You are correct, yet something did switch (besides moving from Koror to Ngerulmud). Based on what's written on a plaque in front of the capitol building, the state of Melekeok ceded the area called Ngerulmud (really just a hill with the government building on it) to the federal government to establish the new capital. So I take it that Ngerulmud is completely surrounded by Melekeok but is not a part of Melekeok.
I was also going to point out Melekeok, though technically the capital is now Ngerulmud... much like New Delhi and Sri Kottegecheese these are basically districts or neighborhoods within the larger cities of Melekeok, Delhi, and Colombo.
Sri Jayawardenepura Kotte is *consistently* used as the capital for Sri Lanka on this website (as well as being defined as the capital of Sri Lanka by the Sri Lankans themselves, ie. the people who should know!).
The entire sub-continent have systematically changed the names of capital and other major cities away from the English colonial era. This was their choice, and quite understandable really. Without bothering to ask them, I would suggest locals with a nostalgic yearning for Empire are few and far between.

Why should it be accepted? Because you say so? This website is consistent in using Ngerulmud as the capital of Palau, why should this particular quiz be any different?
