It's more complicated than that. Being Jewish is an ethnicity and culture as well. But you are correct that it was used for propaganda purposes.

It has been claimed that his father, who was illegitimate, was half Jewish. His grandmother had been a housekeeper for a Jewish family and the theory is that the son of the family got her pregnant. There's no good evidence for this, though, and it seems likely that the rumour is the result of an over zealous historian looking for a juicy story. Anyway, Jewishness is matrilineal, so while it would not have been great from Hitler's point of view to be a quarter Jewish, the fact that it was the male side that was Jewish means that he would not have been considered Jewish even if the story were true.

Depends who's doing the considering. Hitler himself would have considered a person whose paternal grandfather was Jewish to be Jewish, no question. So in the Germany of his time, if that were his lineage, he would have been Jewish.

Biblically it's not the mother who makes you Jewish, it's the father. Because many women were raped during the middle ages and many times the father was not known, the rabbis of the time make it a rabbinical rule that to be Jewish, the mother of the offspring had to be Jewish. - it's a rabbinical rule, not a Biblical one.

D'Israeli's parents converted to Christianity, so while halachically (according to Jewish law) he was Jewish, it wasn't his practicing religion.

It always seemed weird to me that someone would convert not to be Jewish, but keep the name D'Israeli...

Moses was not of the tribe of Judah therefore was not a Jew. He was a descendant of Levi. Also, Jacob was Judah's father so although he is the father of all Jews, he was not a Jew himself. House of Israel, yes. Jews, no.
