Totally agree. Analogously, Augustus, Caligula, und Septimius Severus also have been rulers of "France" but for some reasons "Roman Empire" is the main answer. ;-)

Consider changing "Hedwig" to "Jadwiga". English language texts now mostly use her Polish name, whether history books or wikipedia. Hedwig most people associate with the owl from Harry Potter.

Agree with that. Even Poles didn't hear about somebody like Hedwig. Her name was Jadwiga of Poland.

Dido was the clue for me, she is pretty famous in Roman poetry and literature (e.g. Aeneid).

Hamilcar Barca is the legendary founder of Barcelona, so if you've been there, you might know it. Also, Dido is pretty well known. I've also read Salammbo, by Flaubert, which takes place in Carthage, and references some of these figures. We all have different knowledge. When somebody knows something you don't, it doesn't mean they cheated, wildly guessed, or have some sort of freakish abnormal knowledge. It just means that people have different histories and interests.

Holy Roman Empire shouldn't count. Maria Teresia was never the regent of the HRE (unlike her husband, Franz I.), and neither was Franz Joseph. Habsburg might be correct but who would try Habsburg before Austria?
