The clue should read "Person for 'whom' the state is named" or perhaps even "Person for 'whom' the state 'was' named".

While whom is only sometimes correct, who is always correct. At least in contemporary English.

I'm not usually one to call attention to a word choice error, but since you brought it up, I don't think "person for who" would ever be considered desirable or "correct" in formal writing. I could be wrong but that preposition really begs for whom. If one had an aversion to "whom", maybe "Person the state is named for" or "State's namesake" as alternatives.

Is there some reason why "Mitchell" is not an acceptable answer? Normally, it's unnecessary to type Mount.
