Administratively, Isabela de Basilan is part of Region 9.
Zamboanga City is a Highly Urbanized City, which technically makes it independent of any province (other examples are Baguio [geographically part of Benguet but independent of it], and Puerto Princesa [geographically part of Palawan but independent of it]).
Cotabato City is an Independent Component City, which means it had a city charter prior to the Local Government Code of 1991 making it independent of any province (other examples are Naga City [geographically part of CamSur but independent of it], and Santiago City [geographically part of Isabela but independent of it]).
That said, Zamboanga City should not be on the list since it is a city and not a province.
Also, Compostela Valley is now officially called Davao De Oro.
Finally, Maguindanao is now split into Del Norte and Del Sur.

I suggest having Metro Manila as a filled-in answer, since Manila is not officially a province but rather a region. Also consider other type-ins like "Mindoro Oriental"
