Ackchually... Paris being by a river doesn't mean it couldn't be above that elevation, rivers have varying elevations too and don't stay on sea level most of the time.

When it said Capitals and Countries, I thought it meant ones that are both capitals AND countries. (Luxembourg, San Marino, Vatican City, etc)

Same, I was stuck on that basis for a while too until I realised there were only a really small number of options that would work and something else must be going on. Suggest it would be clearer if the clue was worded Countries "and/or" Capitals of Europe.
