Those would have to be some rapidly melting glaciers with giant blow torches melting them.

May I suggest a bit more time? 1 minute is a bit harsh for 9 answers if you don't strive to learn the answers by heart and get them right on your x-th attempt. 90 seconds could be more appropriate.

According to the source, The Netherlands has a score of 2.5 (lower than that of the USA, UK or Germany). There have been some floodings caused by high river levels in 1993 and 1995, but no flooding from the sea since 1953.

It looks like being a poor country with bad infrastructure incapable of dealing with potential flooding is a big factor here.

It's about the highest incidence of flooding between 1985 and 2011, see caveats. The Netherlands has only had a few minor incidents in that period. The chance of flooding is quite small in the Netherlands because of its infrastructure; only the consequences of a major flood would be disastrous.

CHINA: ......2019 June, 61 people killed, 356,000 evacuated, 9,300 homes collapsed, 3.71 million hectares flooded, economic loss now $1.93 Billion........... seems to me that China has a bit of a problem now and again.

Knowing the flood that is happening constantly in the capital city of my country, Jakarta, I am very surprised Indonesia is not here. I guess the frequency of flood in other cities in Indonesia is also taken into account as well in counting the scale so it kinda makes sense.
