I don't know, it could be fine. The Alps aren't next door but not too far either. With the right camera/lens you might be able to create such an image in ideal weather.

I think the place from which the picture was taken is rather unusual and that's why you can't remember the mountains. If you google "München Frauenkirche" you will see that most of the photos are from the other side of the church from which you can't see mountains in the back.

Where I live on a clear day from the viewing platform of city hall you can see the tip of a mountain that's about 100 km away. I think the alps "start" about 50 km away from Munich so it's very possible.

This happens when there is "inversion" - layers of hot and cold air. If you are sufficiently high up you can see mountains that would normally be far out of sight. It's similar to the "fata morganas" that can occur in Sahara.

It's not just based on that picture... but at the same time, it was so heavily bombed in WW2 that you have to cut it a bit of slack
