Seems like kind of a stretch to say that Addis Ababa is in the Horn of Africa. I guess ii is by a political technicality - yes, Ethiopia IS one of the countries making up the HOA, but geographically, even if you draw a line from the northernmost point of Eritrea to the southernmost point in Somalia, the area demarcated doesn't include Addis Ababa.

"The Horn of Africa denotes the region containing the countries of Djibouti, Eritrea, Ethiopia, and Somalia." says Wikipedia.

Similar to East Asia containing all of China, even though it stretches to Central Asia.

I initially rolled my eyes and thought "what kind of an arbitrary question is it to ask which countries the USA has diplomatic relations with?" Then I saw the answer and I thought – d'oh!
