The numbers for Monaco, Vatican, and Malta are rough estimates made by averaging the highest and lowest elevations. The true mean elevation is probably lower.

which has it as 320m (the others I checked tally with this source). Moldova is 139m in there
It's not mentioned as a caveat, but it's clear that Greenland is not counted. Even without the ice it's 400m+, and the rest of Denmark doesn't contribute much to the average.
