Honestly...did you try Ireland, UK and above all Netherlands, the Baltics and Denmark!? I can understand Finland but yet again that one doesn't have high mountains.

What's the explanation for the Baltics? I'm guessing topography.

Yeah, I imagine it has something to do with how low-lying the countries are. All are among the lowest countries by average elevation as they don’t have any real mountains to speak of. Also they’re fairly small and coastal, so the Baltic Sea probably temperates the climate enough to prevent glacier formation.

The Baltic Sea is actually freezing in Winter. There are no currents that keeps the water warm, and it is really not that deep. The reason is indeed the topography. Exept at the poles or on high plateaus, you need a slope. A glacier is actually always moving down and his mass and inertia will prevent the melting up to a certain point. If it's flat and/or low, like the Baltic countries, Finland or Belarus, no chances for a glacier to form.

Its mostly because the baltics are to far south. There would have to be really high mountain peaks for glaciers to form there. Its at the same latitude as Scotland and scotland have no glaciers despite mountains.

The German Alps have 4 glaciers- Northern Schneeferner, Watzmann, Höllentalferner, and the Blaueis glaciers.
