How does the Vatican manage to be cooler than Rome? If anything I would think the opposite as Rome at least has some green areas which usually make temperatures colder, and the Vatican is all concrete and metal which would absorb more heat. Unless I'm completely missing something here?

Vatican has a nice garden as well. Anyway they have their own weather station apparently and 0.1 is probably within the margin of error.

If it was 1 degree it might be interesting, but 0.1 can be explained by something as simple as different elevations of weather stations.

Thought that Europe was hottest than it. My dear Belo Horizonte has temperatures about 24° C, and I thought that Valetta, Rome, Vatican City, Madrid, etc, would be hottest. 19° C!? It’s raining today, with 19° C, and I’m using a blanket at this moment...

The average temperature is 21C in Belo Horizonte. The average temperature takes the winter and summer temperature which is why it seems lower than you'd think
