In the first election, he only got 99.96% of the votes. Fortunately, he was able to persuade the naysayers and received 100% of the votes in 2002 (as well as 100% turnout). Simply remarkable.

I'm pretty sure Saddam only received the key to the US City because he invaded Iran.

Which also prompted Iran to enter into negotiations with the US to release the hostages taken in the US Embassy in Tehran.

Jakob Yasso an Iraqi pastor living in Detroit had travelled to Iraq paid by Hussein, given the best of banquets and put up in the top Hotel in Baghdad. Hussein gave half a million dollars to Yasso for his Detroit Church. Yasso talked the Detroit Mayor, Coleman Young into awarding the key to Detroit to Hussein. Young in his 20 years as Mayor handed out more than 100 keys to the City of Detroit to people from all walks of life and abilities.

In 1991, he didn't because if he had the United States would have taken him out.

In 2003, he didn't because he didn't have any.
