To my understanding, "...whose capital contains its name" should include Luxembourg (capital Luxembourg City). It is a sovereign nation and UN member.

If it's more of an "only named after a U.S. president and no one else at all" sort of thing, that should probably be clarified in the clue.
"that was a former member of the British Commonwealth": South Africa and Pakistan both were former members, but later rejoined. It should say 'is'.
