This is per capita. New York's population is roughly 30x that of Wyoming.

Also, New York has a much higher percentage of people commuting by public transit, bicycle, or walking, all of which decrease traffic fatalities. Everybody drives in Wyoming.

Why was it unexpected? The Great Lakes are large with lots of ship traffic.

Because people associate lighthouses with sea or ocean travel over the Great Lakes. It’s also almost impossible to return from a trip to Maine with a souvenir that isn’t completely covered in lighthouses, so there’s that association too.
