It was mainly a naval battle, but the line "the shores of Tripoli" (as in Tripoli, Libya) is part of the Marine Corps Anthem and refers directly to the first Barbary war. There were battles fought off the shores of both countries - Libya should be accepted.

The Barbary Coast stretched from Morocco to Libya (including Algeria and Tunisia). I first guessed Morocco, and then Libya thinking of the song.
