The word "FRAGILE" on a package means absolutely nothing to a guy unloading a UPS truck. He's got to unload x-hundred packages/hour from that truck, period. If there's a wall of packages, he's gonna yank it down and grab the boxes off the pile and throw them on the conveyor as fast as he can.
It's not the same thing. A deficit just means when we spend more than me make in a given year. We didn't have a deficit for a few years in the 90's. The surplus wasn't enough to pay off our national debt.
