Is a freeway really an *Interstate* freeway if it doesn't go between two states?

Yes it is, There are plentiful examples. I-86 in ID, I-17 & I-19 in AZ. It's terminology, those routes have the "blue shields" that indicate them as such & meet the standards as defined by the AASHTO.

Great idea, but this is pretty much impossible to get without some help. Just too hard. Plus, defining 'directly served by an Interstate' is kind of tough. For instance, is the Garden State Parkway an interstate? If not, Toms River NJ should be on the list. Does the interstate need to go to the city limits?

It's more so terminology-related. The Garden State Parkway is a freeway, but not an Interstate, as it does not have the "blue shield", signage nor is it maintained federally. Duly noted, I have made adjustments to the quiz.
