Name the 14 states in U.S.A. which each produced in excess of 10 million short tons of coal in 2017 - the same number of states as in 2016, but with "one in, one out".

Total U.S. production was 774.12 million short tons from 24 states in 2017.
This compares to 896.9 & 728.3 million short tons in 2015 & 2016 respectively.
