CLUE 2: First number would be 31.46 north 35.12 east..

BTW a number before that could be 03.08 north 101.4 east

The hints help, but I still can't find a connection between the numbers. Are you absolutely positive there is no mistake in number -27281530? It results in something completely different from the other numbers when I apply your hints.

PotatoBoy......... you are close now, granted it is difficult to show 5 numbers in a 2:2 setting, so that becomes 3.1 setting, the 4.4 was mainly to show the split between 8 numbers, but the 4 numbers can be split again He He (after that use your initial ideas)

CLUE 3: After transposing the given numbers you will be left with a list in order ....... Now the second part of the puzzle begins........ what hint is given by that list? Solve that and then it will be easy to use the next 4 numbers to find which is next in line to the original list, and why.

CLUE 4:...... -27281530 ............. becomes 27.28 S 153.0 East ....... which is Brisbane:

The co-ordinates lead us to a list of cities. The first letter of each city corresponds with the each of the last ten US presidents. (Jerusalem = Johnson ... Olso = Obama) So the solution is option 3 -> +45040741 = Turin = Trump
