The numbers correspond to rankings of countries by area. Taking the first letter of each country, the list of numbers becomes "Germany". (Actually, I didn't get "G" from the list I checked, but it was clear it was Germany from the other 6 letters.) The capital of Germany is Berlin. Subtracting No. 3 on the periodic table of the elements (Lithium, or Li), we get Bern. Bern is the capital of... SWITZERLAND.
