What is the missing NUMBER from this series and can you state what it REPRESENTS?

The missing number is not necessarily at the end of the group.
Prove it!........... anyway it is not the answer to this puzzle. This puzzle is a list of numbers and one number is missing that represents something. The solvers job is to work out what number is missing and what that number represents. Apart from the missing number this is a set list.
Quizzer's point is that if you insert the number 5 anywhere in this sequence, then the resulting sequence can be found somewhere in the digits of pi. And while that may not be the answer to the puzzle, it is technically a correct claim (although it also works for any other number).
So what does the 5 he gives represent and how can you put this forward as correct if you can't give the line of numbers with the 5 in place? This line of reasoning is so abstract as to be completely implausible. If every maths puzzle, for instance. could be answered as 'The answer is within a string of numbers in Pi' it would seem to be just the 'Smart Alec's' way out of doing some thinking. Compare the result with a really brainy person such as 'colmaggio' who found the answer by using reasoning and not by an easy-peasy answer.
I'd like to say 'Nice Try' but you and I know it 'aint'. These numbers plus one removed stand for something that are not numbers. It is a finalised list and one number has been removed. To win this puzzle you have to work out what number is missing and to do this you would have to have worked out what the numbers signify, then what the missing number stands for. It is not easy, then again when the answer is explained the reaction will be "Of course!".
I think I have it. The missing number is 1. It belongs in 9th place, between 2 & 8. The whole thing is a list of how many US states begin with each letter (excluding zeroes), so the 1 represents the letter L (Louisiana).
Thanks Malbaby! It was a great idea for a puzzle & I had fun (although for a while I was convinced it had something to do with Scrabble tile point values..!) Looking forward to the next challenge!
Panifex.............'colmaggio' did solve the challenge without the zeros. You say you wouldn't have guessed it without. You can't guess these puzzles you have to solve them and you do that by brain power....... just as 'colmaggio did.

Steve you've done it again, well done: To explain, the list of numbers in pairs e.g. 16 22 31 etc. each equate to a President of USA. as in Lincoln being the 16th President. If you put the first letter of the Presidents Surname in order it reads 'After the Monarch Cometh the Man" which means after George III came The President George Washington: For interest the list of President's surnames initials is: wajmm ajbht ptfpb ljghg achcm rtwhc hrtek jnfcr bcbot First 'w is' Washington and the last 't' is Trump:
