Well, an oversea territoy and a colony are two things completely different. For example, Guadeloupe, Guyane, Martinique, La Réunion and Mayotte are five of the French oversea territories, but they have the same status of the other French departments of mainland France. We can't use "colony". I think you should change the title, which can be badly interpreted.

Your source does not appear to define it. Wikipedia says that there needs to be a considerable degree of autonomy - which I guess is why Hong Kong and Macau are not included. By the same account, I don't think that military bases, such as Akrotiri and Dhekelia should be included. They are under the direct control of the military - which is effectively a branch of government.
