I don't think that this is accurate. To start with counties don't have capitals, they have County towns. Secondly, Sussex is now two counties and thirdly, some of the given answers are not the county towns anyway. For example, West Bridgford is a suburb of Nottingham which is the correct answer for Nottinghamshire and County Hall is a building in the city of Durham, the County Town of Durham county.
