Here's the list of cities that were excluded under the third caveat:

Bakersfield, CA

Chandler, AZ

Hialeah, FL

Santa Clarita, CA

Moreno Valley, CA

Elk Grove, CA

Garden Grove, CA

Eugene, OR

Cary, NC

Sunnyvale, CA

Fullerton, CA

Gainesville, FL

Arvada, CO

Evansville, IN

Westminster, CO

Miami Gardens, FL

Jurupa Valley, CA

There are some others that I felt like were "close" (i.e. maybe only a mall or a small neighborhood on the other side of the Interstate) but I haven't recorded them.

Of the cities with a 2018 estimated population between 97k to 100k (13 cities), Beaverton, OR; Rio Rancho, NM; and Bend, OR would join the list.

Currently, the city with population greater than 100k farthest from an Interstate (excluding Anchorage) appears to be San Angelo, TX, about 52 mi/84 km from I-10. However, the aforementioned Bend, OR could beat it out, being about 81 mi/130 km from I-5.
