Why aren't Mali or Chad correct answers to "Landlocked, Sahara, Developing"?

Maybe "Carolines" is more appropriate. Caroline Island (as opposed to the Caroline Islands) is part of Kiribati.

I thought that "Gaul" was associated with France, not Belgium.
