Tier 2 Countries (Trafficking in Persons 2008)

These are the countries in 2008 who do not fully meet the minimum standards to eliminate human trafficking laid out by the Trafficking Victims Protection Act of 2000 (TVPA) but are making significant efforts to do so.
One of them is a SAR of China.
