Tier 2 Watchlist Countries (Trafficking in Persons 2009)

These are the countries in 2009 who do not fully meet the minimum standards to eliminate human trafficking laid out by the Trafficking Victims Protection Act of 2000 (TVPA) but are making significant efforts to do so. This is given if: 1. There is a very significant or significantly increasing absolute number of victims. 2. There is a failure to provide evidence of increasing efforts to combat trafficking. 3. There is a determination that a country is making these efforts to bring itself into compliance with the minimum standards based on commitments to take additional steps next year.
