It seems like the numbers are from the 2018 winter games.

This is a little bit wrong. The numbers are from the Winter Games of 2018 ONLY. You have to select 'All Games' to view the countries that have the most medals per capita over time. Please change that...

Even medalspercapita.com isn't fully updated/accurate. For example San Marino isn't listed when you filter by "All Games".

I thought the Data looked wrong when I typed San Marino and it didn’t even appear. Just read a BBC article on this for the most recent Games and your list and the official list looks nothing the same. I honestly gave up taking the quiz after the first 3 obvious answers didn’t even appear. Quiz currently is unplayable until fixed.
