Just saying, with exceptions is a very misleading title for this quiz. Usually with exceptions refers to taking away the biggest criteria, mostly geographically. Because you are taking out roughly 95% of the high ranking cities, I would change the title to "Biggest U.S. Cities with A State in Their Name".

Jersey City should not be on this list. Its name does not include the full name of any states.
