Curious. I've never met an Israeli or a Fijian who wasn't fluent in English.

I think that a lot of Israel's population does consist of native English speakers as many of the people that live in Israel speak English natively. This is due to the fact that the USA has a high population of Jews and speaks English so some portion of the population in Israel may consist of American Jews that speak English natively and either learned Hebrew in the USA or had learned Hebrew when they arrived in Israel. Israel also hasn't existed for a long time having had been independent of foreign rule in the 40s to 50s so there may still be many first-generation American Jews in Israel.
