The concept of a city is taken very broadly, looking at Amsterdam, Rotterdam and Stockholm

They are cities, that's not the problem, but population is kinda tricky. Both Amsterdam and Rotterdam have a population of a million, but this already depends on if it is city-proper or not. I only added them when answering because they were on the map, otherwise i wouldn't have thought of those. I'm Dutch, but I don't associate my cities with massive population...despite the Netherlands having a considerable population density per square kilometer.
