Is there a uniform measure of poverty being used here? It's hard to believe that Mexico is objectively worse than South Sudan.

different countries have different poverty lines, Mexico's is higher, more people are under it

Mexico's poverty rate includes things such as lack of education, poor health, etc., not only wealth itself. That is why it's poverty rate is so high.
