Timor, Flores, Macau and other Portuguese territories in the East Indies and further north in East Asia were governed from Goa, as part of the State of India. Unlike Mozambique, which was also initially governed from Goa, these territories never became states in their own right, presumably because their small size didn't require such a level of autonomous colonial rule.
