Spain and Andorra is non-sense, right? San Marino was part of the Duchy of Spoleto, thus part of the HRE. Whether the Vatican was a souvereign state or part of the HRE is under debate. However, due to the tight bound between Pope and HRE, it would be misleading to exclude Vatican City from this list.

Spain and Andorra aren't part of Holy Roman Empire. They had an Habsburg Monarchy, but they wasn't members of HRE.

Vatican and San Marino was part of HRE.
