Was northern Korea really 'part' of the USSR as opposed to an occupied territory with Soviet civil administration, more or less like eastern Germany and eastern Austria at the same time? There are also some parts of what is now Poland which were part of the USSR in 1945-51 (and other places which were under Soviet military law such as Baltic naval bases in Finland and Poland).
