What about Calgary or Edmonton; they are both more populous then Vancouver. Also Puerto Rico is the USA so maybe remove San Juan.

Vancouver's metro population is over 2 million people. I do believe San Juan could be justifiably removed, although it is functionally quite different from the US proper. It is very fair to debate San Juan, however.
