New Orleans actually doesn't border the Gulf - Lake Borgne is in the way (which, as you might guess, is a lake rather than part of the ocean). Same goes for Houston.
San Jose/ Chula Vista do not touch the Ocean- strictly inland; Oakland is a tough call- the Golden Gate marks the boundary- the waters of the Bay are completely different.
Both San Francisco and San Diego bays are saltwater and directly connected to the ocean. I see no reason not to include them as they are no less coastal than the Gulf of Mexico or Puget Sound.
It has a population of 395,326 (Wikipedia) and lies on the Atlantic Coast. If you are not including unincorporated territories then maybe add a caveat ;)
I think New Orleans would call itself coastal...especially after Katrina.
