Not sure about the accuracy of some of these answers. Depends what you mean by on the coast. Is Rome? depends where the edge of Rome is. How is Istanbul not on the coast? It spans the Bosphorus!

As stated in the caveat, urban areas are used, and Rome's urban area touches the coast. Istanbul isn't a national capital.
