Nope, that's not true. John Quincy Adams lost the popular vote and the electoral college, 99-84. Andrew Jackson won the electoral college but didn't have the 131 majority that he needed to win the presidency, so Congress -- not the electoral college -- decided the election for Adams. It is factually incorrect to say that John Quincy Adams won the electoral college.

There have been four presidents who won the electoral college but lost the popular vote. Alternatively, there have been five presidents who won the presidency despite losing the popular vote.
