google says it has 263970km2 of forested land
It is widely documented that 72% of Finland's area is forest . Now this corresponds to at most 243.7 km2. However, France reports that there's 16m hectares of forest in metropolitan France  and there's 8.466m hectares at its overseas departments . These two correspond to 24.466m hectares, or 244,660 km2. Thus France has more forest than Finland.
In case you're wondering why we've included "overseas" France. These places act in a similar way (to my understanding) as Hawaii does to the US, thus they have every right to be included. Hope this helps!
